ST. JOHN — These are the minutes from the Stafford County Board of County Commissioner meeting.

The Stafford County Board of County Commissioners met on Wednesday, May 28 in the Commission Room in the Annex. Chairman Stanford called the meeting to order at 8:30 a.m. Present: Jim Stanford, Bryce Gamer, and Todd Wycoff.

Wendy Lockwood. Executive Director, and board member Todd Taylor, representing The Center for Counseling, met with the commissioners to present the 2026 budget allocation request for The Center. Wendy outlined the services provided by The Center and highlighted the mobile crisis program they are now implementing.

Ryan Russell, Economic Development, gave an update of the projects that he is currently working on as well as the assistance that he is providing Emergency Management with possible new sirens and securing funding for 800 radios. Discussion was also held on how to fund the tower needed for the radios which Ryan is working on.

Meeting was recessed at 9:13 a.m. Meeting was reconvened at 9:20 a.m.

Carolyn Dunn, Economic Development, met with the commissioners to advise that the comment period regarding the Quivira Water Impairment Environmental Impact Draft Statement is now open. Discussion was held about the county making a statement regarding the financial impact to the county being more than what the study states.

Misty Rudy. EMS Director, met with the commissioners to discuss the new ambulance and the outstanding balance due upon delivery.

Phillip Nusser and Trent Harman met with the commissioners to present a bid for a 2025 Caterpillar 926-14 Wheel Loader from Foley Equipment in the amount of $223,349.18. Commissioner Garner moved, and Commissioner Wycoff seconded, to approve the Road Department purchase of the 2025 Caterpillar Wheel Loader. Motion carried 3-0. The purchase will be made from the Road Department Fund. An update was also given regarding current road department activities.

Commissioner Wycoff moved and Commissioner Garner seconded, to approve the minutes of the May 21 meeting. Motion carried 3-0.

Commissioner Garner moved, and Commissioner Wycoff seconded to pay the invoice from Mid-Continental Restoration Co. Inc in the amount of $5,120 for the repairs made to the courthouse. Motion carried 3-0.
