Two new projects to be completed by GBRC

In addition to the board approval of exploring taking over the operations of Stone Ridge Golf Course, the Great Bend Recreation Commission was busy with reports and announcements of additional projects and intents.


Revenue Neutral Rate

GBRC Executive Director Chris Umphres addressed the board members on the upcoming budget works.

“This time of year with budgets coming up, we just need to know if we are going to accept the RNR, which is the Revenue Neutral Rate, or exceed that,” Umphres said. “Again, it’s not increasing taxes, but it is capturing the full mill authority that we’re allowed to get. So I’d like to recommend that with your approval, to give the intent the notice of intent to capture the full mill on the RNR.”

Board member Colleen Newman made the motion to approve the intent to exceed the revenue neutral rate for the 2025-2026 budget period. Her motion was seconded by Board member Chuy Loera and it carried 5-0,

To go with that, the board approved Umphres to give media notification, with a 10-day notice, to be able to hold its budget meeting on August 25.


Outdoor Basketball Court

Great Bend Recreation Commission is proud to announce an exciting project coming soon. There will be a new outdoor basketball court installed at the park next to Eisenhower School. This court will be completed in the next few months. Features include a full playing surface, high-quality hoops, court striping, and surrounding benches and shade. It will be open daily to the public and is part of an ongoing effort to improve recreational facilities and promote healthy lifestyles.

“This project is all about community,” Umphres said. “We’re proud to offer a space where families, youth, and athletes can gather, play and grow. The partnerships in any project like this really add value to our community and I am excited that these partners trust GBRC to oversee this one. GBRC will recognize these partners during the grand opening.”  

Funding for the basketball court comes from the GBRC Foundation, USD 428, Kiwanis Club and community donations. The GBRC Foundation is a 501(c)(3) and is still open to donations towards this project.


City Auditorium High Volume Ceiling Fans

Great Bend Recreation Commission Board members voted to purchase destratification fans to be installed in the City Auditorium. Destratification refers to mixing warm air near the ceiling with cooler air near the floor to create a uniform temperature, reducing energy waste and improving comfort.  

“The City Auditorium is a gathering place for many activities and this upgrade will enhance the experience for everyone that uses the facility,” GBRC Director Chris Umphres said. “This is a less costly step into trying to create a more comfortable facility. Air movement is needed in these large spaces just to reduce stagnant air. This update is a step to maintain and modernize public facilities across Great Bend.”

Newman made the motion to purchase the fans from Triangle Sales and Board member Amanda Staab made the second. It carried 5-0.

There will be 12 fans installed for $14,950.
